EDGERTON ELEMENTARY ENTERS Q COMP PROGRAM

~ Roseville school to undertake professional development and achievement-based pay plan for teachers ~

Roseville – Commissioner of Education Alice Seagren announced today that the Roseville School District’s Edgerton Elementary will implement Minnesota’s nation-leading Q Comp performance and professional pay program. Edgerton Elementary will receive $104,520 in state aid for the 2006-07 school year for implementation efforts.

“Congratulations to the Roseville School District and Edgerton Elementary,” said Commissioner of Education Alice Seagren. “The meaningful commitment made by the teachers and administrators will have a positive, lasting effect on students.”

Last year, Governor Pawlenty proposed and the state legislature approved Minnesota’s Q Comp program. Q Comp provides up to $86 million for districts that join the program.

Q Comp is designed to advance the teaching profession by providing structured professional development and evaluation, as well as an alternative pay schedule that compensates teachers based on performance, not just seniority. The program brings together career advancement, professional development and compensation linked to academic achievement. It includes a locally agreed-upon peer evaluation process for every teacher that is based on skills, responsibilities and student academic growth. This plan is voluntary and will add an additional $260 per student in participating districts.

The Q Comp program gives participating school districts the flexibility to meet local needs within a comprehensive model of improved teaching and learning. Roseville’s district administration and teacher representatives have agreed to the following:

Career advancement opportunities for teachers: The career ladder includes 2 positions with various duties and compensations. These positions are:

• Lead Teacher- Has a wide range of duties relating to the team goals and district standards, including evaluating and approving goals. This is a part-time assignment with 50% release, $1,600 for extended year and $1,600 for responsibility pay given as compensation.

• Q Comp Oversight Teacher- Participates in approval of team goal(s), participates in the review of student learning data, participates in the approval of professional development plans, participates in the decisions to grant performance pay for completed professional development plans, reviews the decision to place a teacher(s) in the assistance phase of the district professional development system. $800 for extended year and $850 for responsibility pay will be given as compensation.

Job-embedded professional development: The district goal that will be used as the focus of Edgerton’s Q Comp program is for the percent of students in the district who demonstrate proficiency in reading and math to meet or exceed the state proficiency level as measured by the Minnesota Comprehensive Assessment (MCA II). Specifically, Edgerton Elementary will focus efforts toward the district goal of all students showing an increase in achievement through a 2% decrease in the number of students scoring below proficient (level 3) on the 2006-2007 reading and mathematics MCA II assessments.

Performance pay: Teacher compensation will be based on the following factors:

A teacher’s compensation will be based on the following factors:

1. $1,100 (55%) awarded to each teacher whose performance is judged to be at the district standard

2. $300 (15%) awarded if the site achievement goal is met

3. $300 (15%) awarded if each team meets their goal, which is aligned with the site goal

4. $300 (15%) awarded to each teacher who completes the professional development process as facilitated by the lead teacher

5. An exceptional teacher may accelerate through the base schedule in fewer then 15 years by demonstrating performance at the level of distinguished

6. Exceptional teachers may be awarded additional salary increments, above the 15th performance increment by demonstrating performance at the level of distinguished

Objective and comprehensive teacher evaluation: Each teacher will have three direct observations by the professional development team. All teachers will have ongoing performance assessments by licensed administrators. A teacher whose performance is judged below the district standard will be referred to the teacher assistance track until performance is brought up to standard. Teachers remaining on this track will not receive performance pay.

Alternative professional pay schedule: The base pay progression will be based on the following:

1. On-going evaluation to assure maintenance of a minimum standard of proficient. A teacher performing below proficient may not be awarded base pay progression

2. Professional growth through completion of local board credit requirements, approved graduate credits, advanced degree in areas of licensure, and yet to be determined options

3. Opportunities for accelerated base pay progression and steps beyond the top of the schedule for teachers who demonstrate performance above district standard

“This program will assist Roseville Area Schools in achieving its purpose of ‘Quality Teaching and Learning for All,’” said Dr. John Thein, Roseville Schools Superintendent. “There is no doubt that the positive and supportive interaction between the Roseville Area Schools Learning Community and the Minnesota Department of Education will make a huge difference in building and maintaining the trust that is required to improve student achievement.”

Roseville’s Edgerton Elementary has 55 staff members serving 426 students.

Minneapolis, Hopkins, St. Francis, Mounds View, St. Cloud, Alexandria, Fridley, La Crescent-Hokah and Marshall started implementing the Q Comp program during the 2005-06 school year. Grand Meadow, Albert Lea, Alden-Conger, Brainerd, Wayzata, Eden Prairie, Red Rock Central, International Falls, Le Center, St. Louis Park, Osseo, Lac Qui Parle, North St. Paul-Maplewood-Oakdale, Clearbrook-Gonvick, Proctor, Burnsville and St. Anthony-New Brighton school districts will begin implementing during the 2006-07 school year. Approximately 134 school districts have indicated to the Department of Education they are planning to submit an application for the 2006-07 and 2007-08 school years.
