
Federal Education Funds Definition
Purpose: Federal funds supplement (not supplant) state and local education funds.
Programs and Purpose:
• Title I serves educationally disadvantaged students with stronger assessment and accountability requirements.
o Part A – Education for the Disadvantaged
o Part B – Reading First
o Part C – Migrant
o Part D – Neglected and Delinquent
• Title II Part A - Teacher and principal quality through professional development and Class Size Reduction.
• Title II Part D - Technology program (Allocation based and Competitive)
• Title III - Program focuses on meeting the needs of English Language Learners (ELL/LEP/ESL).
• Title IV Part A Safe and Drug Free Schools and Communities Program.
• Title IV Part B (21st Century Learning Centers) state administered competitive grant program.
• Title V Part A - Innovative Programs Grant.
• Title VI - Flexibility provision.
• Title X Part C - Homeless Education.
Districts must provide Equitable Participation for Non-public Schools
Required Set-asides - “off the top”
Title I Part A:
• Up to 5% to ensure that all teachers are highly qualified
• Professional Development for Title I schools only - focus on training Title I teachers and Title I paraprofessionals to identify and work with Title I students. (If additional funds are available, they can be used for the remaining Title I school staff)
• 1 % Parent Involvement (over $500,000 allocation)

• District Identification:
• 10% Professional Development
• Limits on Use of Flexibility Provision
Carryover of Federal Funds - Program limitations:
• Title I, Part A – 15% of the current years allocation ($50,000) - Districts may request a waiver once every 3 years, due to the NCLB Programs Division by June 30th of the current school year.
• Title I, Part C – by State discretion
• Title I, Part D – 15% of the current years allocation
• Title II A&D - 100% of the current years allocation
• Title III - 100% of the current years allocation
• Title IV - 25% of the current years allocation
• Title V - 100% of the current years allocation
• Title X Part C – not allowable
NOTE: If a district does not apply in any given year for Title funds, they lose all claim on that year’s allocation. Title funds – if not applied for in any school year – are no longer available to that district/charter and are reallocated.
Current Reimbursement Process:
• District reimbursement 9% per month for 9 months
• Year-end close out (EDRS/UFARS reconciliation) Sept. 15th-Nov. 30th
• Final calculations and final payment in January
• Cash Flow –Carry Over statements posted to MDE website March 1
• Addenda window – March 1 – March 30
Common Issues related to federal NCLB/ESEA Funds
• Districts not entering expenditures into EDRS for reimbursement in a timely manner
• Districts not completing a Needs Assessment – Required and audited
• Districts using Title II Part A funds for All-Day Kindergarten - NOT ALLOWABLE
• Districts using Title II Part A funds as a Title I Tutorial Model – NOT ALLOWABLE
