Trainings and Conferences

The Minnesota Department of Education (MDE) offers professional development and technical assistance training relating to programs authorized under the No Child Left Behind Act (NCLB) and Elementary and Secondary Education Act (ESEA). MDE is committed to working closely with districts and charters as they design and implement educational programs that ensure all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state acedemic assessment.

2008 ESEA (Elementary and Secondary Education Act) / EMAP (Electronic Minnesota Accountability Plan) Training  97Kb (4/21/08)  83Kb (4/21/08)
     Four trainings held around the state in May 2008 will assist districts to prepare and submit NCLB/ ESEA Consolidated Application plans for federal funds using EMAP. Training will consist of the technical and programmatic information needed to submit an approvable application for the 2008-2009 school year. MDE staff will be on hand to present information and work with individual questions as needed.

A general overview of the NCLB funding process intended for staff new to NCLB. 

* 2008-2009 ESEA Program Planning Using EMAP for Spring of 2008 - Part I
How to submit an approvable 2008-2009 ESEA Consolidated Application using EMAP; NCLB Program overview; MDE/NCLB Website orientation (allocations, target sheets, non-public information); general EMAP Timelines & Reminders; Application Review & Approval Top 10 Review & Feedback (1-5).

* 2008-2009 ESEA Program Planning Using EMAP for Spring of 2008 - Part II

An overview of fiscal compliance measures used in conjunction with the acceptance of NCLB funds: Time Distribution & Recordkeeping, Supplement vs. Supplant, Maintenance of Effort, Comparability.

* A Quick Guide to Using EMAP
Mandatory password change, getting started, log in (pop-up blockers), log out, navigating, adding a user to EMAP, change in Supt./Director, initiating an application, view/edit grant information, communicating with MDE grant reviewer, how to submit a grant, editing contact information, add consortium grant members.

* EMAP Fiscal Designations Loop
Use this method of the Fiscal Loop if you are distributing equal adjusted PPFU’s (Per Pupil Funding Unit) to each Title I school building including non-publics.

* Fiscal Timelines
Schedule of important dates and timelines to meet NCLB reimbursement and application deadlines for Titles I, II, III, IV and V.

* Title I Consultation with Nonpublic School Officials
A review of the required elements district officials must address for Title I consultation with nonpublic school officials.
