Deaf-Blind
Deaf-Blindness means concomitant hearing and visual impairments. The combination causes severe communication and other developmental and educational needs that cannot be accommodated in special education programs solely for children with deafness or children with blindness.

Find Minnesota Rule language regarding Deaf-Blind and information on the Minnesota Deaf-Blind Technical Assistance Project, which provides technical assistance to support Minnesota children and youth, birth to 21 years, who have both a vision and hearing impairment with federal funds under the Individuals with Disabilities Education Act (IDEA), under the offsite resources on this page.
