ECS and MARSS
Assigning a student identification or MARSS Identification Number at the time of a child's participation in an Early Childhood Screening Program or following a comparable screening in early childhood is a statutory requirement (Minnesota Statutes 121A.17, as amended by Chapter 5 Laws 2005 1st Special Session). The MARSS system helps compute and report Minnesota school districts' entitlements for Early Childhood Screening aid.
NEW! School districts are required to use the Registration Form for Early Childhood Screening (ED-002390-02) to assign MARSS identification numbers at the time of screening beginning July 1, 2008. This new form must be used for all screening provided July 1, 2008-June 30, 2009. Download the Registration Form for Early Childhood Screening (ED-02390-02). The new 2008-2009 Registration Form for Early Childhood Screening is also available for download in (Arabic, Cambodian, Hmong, Laotian, Oromo, Russian, Serbo-Croatian, Somali, Spanish and Vietnamese) languages.
The information below provides an overview of the process and procedures for assigning MARSS identification numbers, including Power Point slides from a workshop session held in the spring of 2008 and responses to frequently asked questions. The Power Point provides updated information about the new Registration Form for Early Childhood Screening including additional race/ethnicity categories and Status End Dates for referrals.
