Federal Reports and Plans
The federal Office of Special Education Programs (OSEP) provides leadership to the Minnesota Department of Education on special education-related matters such as interpretation of federal laws and regulations and technical assistance to help states implement the federal requirements. Each state is required to develop a State Performance Plan focusing on specific indicators to improve their programs serving children under the federal Individuals with Disabilities Education Act (IDEA), Part C. Each year states must submit an Annual Performance Report describing their progress relative to their State Performance Plan.
MDE provides information including reports and other communication between MDE and OSEP.
