SUBJECT: Submission of Correct Claims
Policy
This policy clarifies the requirements for a family child care Sponsoring Authority to submit accurate CACFP claims to FNS on behalf of sponsored providers.
CACFP regulations at 7 CFR 226.10(c) require that:
“In submitting a claim for reimbursement, each institution shall certify that the claim is correct and that records are available to support that claim.”
A family child care Sponsoring Authority may submit provider claims to FNS if all of the following requirements have been met:
1. The provider claims have been certified to be correct by the providers.
2. All applicable supporting records for each provider claim (including but not limited to meal counts, attendance records, menus, enrollment forms, and special diet statements) have been received by the Sponsoring Authority.
3. Each provider claim appears to be correct.
4. Sponsoring Authority procedures are in place that ensure that no payments will be made to providers until the Sponsoring Authority:
a. Completes all required edit checks and comparisons of provider claims and supporting documentation, and
b. Makes any resulting reductions to provider claims, so that no provider is overpaid.
Required Actions
• Submit a claim from sponsored providers to FNS if the four requirements listed in this policy are met.
• Complete all edit checks and required reviews of supporting documentation for a provider claim before issuing payment to the provider.
• If review of a provider claim and supporting documentation results in any discrepancies from the provider claim submitted to FNS:
- Adjust the provider claim so that the correct amount is paid to the provider,
- Submit an adjusted claim to FNS as quickly as possible and within the regulatory 90-day adjusted claim deadline, so that CACFP funds are returned to FNS.
