Final SFY 2013 Entitlements Loaded to SERVS Financial

The final entitlements for SFY 2013 have been loaded to SERVS Financial for Finance Dimensions:

• Section 611, Finance 419,
• Section 619 , Finance 420,
• Coordinated Early Intervening Services (CEIS), Finance 425 and
• Mandatory CEIS, Finance 429

The Final Entitlements have been posted to the Minnesota Department of Education (MDE) website at: Data Reports and Analytics > School Finance Spreadsheets > Special Education > Federal Allocations > 2013.

Fund Balance Adjustments on SERVS Financial

Districts, charter schools and cooperatives will need to review their Allocations for Finance 419 on SERVS Financial as the State Services for the Blind contributions and CEIS deductions could change the adjusted award amount leaving a negative “Unreserved Amount”. If there is an amount in the “Unreserved Amount” column the district will have to make a manual adjustment by following these steps:

1. The individual with budget management authority on SERVS Financial will need to go to “Manage Allocations/Competitive Awards” for SFY 2013, Finance 419
2. In the drop down box under “Actions” select Manage Award/Allocation.”
3. Click “Go.”
4. Once the dialogue box has opened, click “Edit” under the “Action” Column.
5. The amount in SFY 2013 for “Amount for Budget ($)” should be adjusted to be equal to the amount on the upper right “Amount after Adjustments” just above the amount that is in red. Once you have entered the amount that equals the “Amount after Adjustments”, click “Save” and “Close”.
6. The “Unreserved Amount” column for SFY 2013 Finance 419 should have no amount listed after the adjustment has been made.

Tuition – SFY 2011 Recalculation

The Division of School Finance recalculated the SFY 2011 tuition adjustment for the March 15, 2013 Integrated Department of Education Aids System (IDEAS) payment period. Some one-to-one paraprofessionals were not billed and appeal rates were applied inconsistently – some were correct and others were not. The tuition calculations will be corrected for SFY 2011 in the near future.

SFY 2013 Federal Funds for Proportionate Share for Parentally Placed Students

The final calculations of federal funds for each district’s proportionate share for parentally placed students for the Section 611 (Finance Dimension 419) and Section 619 (Finance 420) have been posted to the web. The posting can be found at: Data Center > Data Reports and Analytics > School Finance Reports > Minnesota Funding Reports (MFR) > District: ‘Statewide (9999-99)’, Category: “Special Education” and Year “12-13”. Districts are reminded that they are to keep the documentation on file that demonstrates that the proportionate share for parentally placed students has been expended.

SFY 2012 SERVS Financial Funds

Districts, cooperatives and charter schools are reminded to verify that all SFY 2012 funds that have not been expended should be balanced forward to SFY 2013 or SFY 2014. As of the last SERVS Financial draws (March 18, 2013) $18,733,347.23 still remains in SFY 2012 entitlements for Finance 419, $982,500.99 remains for Finance 420 and $375,388.37 still has not been drawn for Finance 425. Districts are reminded to check for unspent funds in SFY 2012 and to always draw “oldest” funds first – those with a course code of 011.
