Re: Continuing Education Clock Hour Exemption for School Psychologists
On January 14, 2005, the Minnesota Board of Teaching acted to approve accepting National Certification of School Psychologist (NCSP) certification as a substitute for the 125 clock hours required for license renewal under Minnesota Rule 8710.7100 Subpart 3. For license renewal purposes, the NCSP certification parallels the already-approved National Board for Professional Standards certification (Minnesota Rule 8710.7200 Subpart 5).
Therefore, local committees will accept verification of holding NCSP certification as equivalent to fulfilling the 125 clock hour requirements. As stated in Minnesota Rule 8710.7200 Subpart 5, if the certificate expires during the five-year renewal period, the local committee shall prorate hours completed under this exception (25 hours per year) and require completion of a prorated number of clock hours for the year the certificate is not in effect.
All school psychologists renewing licensure must also provide verification to the local continuing education committee of meeting MN Rule 8710.7200 Subpart 2 requirements of professional development activities addressing positive behavior strategies; accommodation, modification, and adaptations to meet the needs of varied students; and understanding the warning signs of early onset mental illness. School Psychologists are exempt from the reading preparation requirement stated in MN Rule 8710.7200 Subpart 2.

BOARD OF TEACHING RESOLUTION
Regarding the renewal of a School Psychologist license to an applicant who holds the National Certification of School Psychologists (NCSP) certification:
WHEREAS, MN Rule 8710.7100 Subpart 3 specifies that a valid professional license shall be renewed for five years upon successful completion within the past five years of at least 125 clock hours of professional development as specified in part 8710.7200; and
WHEREAS, MN Rule 8710.7200 Subpart 3 specifies the categories for clock hour allocation; and
WHEREAS, MN Rule 8710.7200 Subpart 5 specifies that a local continuing education committee shall accept verification that a licensee is actively engaged in and making progress toward a national professional certification approved by the Board of Teaching at the time of renewal as equivalent to fulfilling all clock hour requirements for continuing license renewal; and
WHEREAS, the National Association of School Psychologists National Certification of School Psychologists certification must be renewed every three years with a minimum of 75 hours of continuing professional development activities that are similar to the categories specified in MN Rule 8710.7200 Subpart 3;
THEREFORE, the Board approves that National Certification of School Psychologist certification for continuing license renewal as specified in MN Rule 8710.7200 Subpart 5, and the Board approves a School Psychologist’s holding National Certification of School Psychologist certification as a substitute for the 125 clock hours required for license renewal under MN Rule 8710.7100 Subpart 3 (pro-rated if necessary as described in this rule).
