The Center for Educator Licensing (CEL) offers convenient access to apply for a first-time Minnesota license, renew an existing license or to view your clock-hour record. The first time you enter the CEL system, you will be asked to establish a user profile in the Minnesota Department of Education Website Security System.

If it is the first time you've used CEL and you are renewing your Minnesota license, once you have set up your new user ID and password you will also be asked to provide your file folder number and the serial number from your most recently issued license. You need only enter this information once. Once you have established your account, the system will remember you by your login name and password.  Do not begin the renewal of a five-year license until all of your clock hours have been recorded in the Continuing Education Clock Hour Reporting System by your continuing education committee.
