WORKING GROUP UPDATE
Education Finance Working Group Adopts Recommendations
By nearly unanimous vote, members adopted all recommendations, including a proposal to shift a portion of property taxes now paid to districts from a local levy to a statewide one. Increasing state aid for special education funding was another key recommendation. The group’s final report will be sent to the state Legislature and Governor Dayton for review and possible adoption. Better Testing and Accountability
The state Assessment and Accountability Working Group voted to recommend dropping Minnesota's GRAD exam and replacing it with new college-ready assessments designed to hold schools accountable for making sure every student graduates well prepared for college or career. Commissioner Cassellius plans to forward the final draft of the report to legislators in mid-December. Learn more about the Assessment and Accountability Working Group.
Fiscal Compliance Table – November 30 Deadline
The deadline for entering data onto the Fiscal Compliance Table is tomorrow, November 30, 2012. As of today, 108 districts have not entered data onto the table. Visit the Fiscal Compliance Table Web page. If your district or school has not yet entered your data, contact your audit firm and work with them to ensure the data is entered before the end of day tomorrow.

If your district has not submitted the fall 2012 0-4 Census count, the data is due at the Minnesota Department of Education by December 1, 2012. The fall 2012 0-4 Census Online Data Submission System is scheduled to be shut down on the December due date.

Please note that this does not apply to charter schools. It applies only to school district types 1, 2, and 3.
Final 2012 Payable 2013 Levy Limitation and Certification Report
Please see the Final 2012 Payable 2013 Levy Limitation and Certification Report memorandum from Tom Melcher, director of School Finance. The final version of the 2012 Payable 2013 Levy Limitation and Certification Report (ED-00111-34) for each school district has been posted to the department’s website. Visit the Data Center. Select Minnesota Funding Reports (MFR) under the “School Finance Reports” heading. Districts are required to discuss this levy and the current year budget at a regularly scheduled board meeting and allow the public to speak. For assistance with questions, refer to the contact information provided in the memorandum.
Minnesota Common Course Catalogue (MCCC) – Submission Deadline February 15
The deadline for submitting MCCC data for reporting year 2010-2011 has been extended. The new deadline for closing reporting year 2010-2011 is February 15, 2013.
