The Minnesota Department of Education (MDE) has begun the rulemaking process for the Infant and Toddler Intervention Services (Part C) rules. The expedited rulemaking process is being used for this rulemaking project.
New Part C of the Individuals with Disabilities Education Act (IDEA) regulations were passed into law on September 28, 2011, and these new regulations went into effect on July 1, 2012. MDE has been directed by the Office of Special Education Policy (OSEP) to amend our state rules to bring them into compliance with the new federal regulations. The Governor’s office has given its approval to move forward with these rules.
MDE held a town hall meeting on October 10, 2013, in connection with the Governor’s Interagency Coordinating Council (ICC) meeting. This was an open public forum where interested parties shared their feedback about the proposed Part C rulemaking. A webinar public forum was held on October 11, 2013, to enable interested parties outside the metro area to share their feedback about the proposed Part C rulemaking.
