The Minnesota Department of Education (MDE) maintains a record of special education court decisions, due process hearing decisions and complaint decisions issued. IEP Team did not sufficiently consider assessment information offered by the parent during the manifestation determination meeting. District did not fail to implement the student's IEP. Teacher grasping student's shirt did not constitute a conditional procedure.
